you meen the blue one? it is not axanthic, its a blue color morph. If they were green in their natural state then yes it would be axanthic...

many garter species come in blue, such as sirtalis sirtalis, pickeringii, radix, concinnus and ordinoides

blue sirtalis and blue pickeringii, both of these species come in "other" or normal forms
