i have a 6ftx3ftx2ft custom built cage and i was wondering if a 11inchx30inch radiant heat panel would be enough to heat the cage up

how long is a piece of string? (Just kidding)

Several factors come into play here.

So the only sure way is to test it with no animals in the cage first.

Wattage, max temperature, insulation properties of the cage itself, air circulation, ambient room temps, all these factors add up to the answer.

Hilarious Wayne!

I'd get a hold of the folks at Welcome to Pro-Products! (http://www.Pro-Products.com) (they produce ProHeat (tm) radiant heat panels). They really know their stuff and will recommend which heat panel to use based on the above parameters specified by Wayne. Add to his list the type of critter you're keeping and their husbandry requirements.

This is NOT something you want to guess on as you'll likely end up with excessive or insufficient heating for your animal. Talk to the experts.
