mist the snake directly, and please post pics of your set up.......
if you have a full screen cover, then you need to block part of it over with something.

Sounds like you need to restrict the airflow into/out of the cage in someway. You could aslo try a sphagnum moss hide for the snake as the humidity in the hide will be higher than the cage in general.
What are your temps etc and what sort of "cage" is it in??

How is the shed going? You can try soaking the snake every 2-3 days in slightly warm water for 10 minutes. If the shed goes ok, you probably don't have to worry, but if the BP has trouble shedding you will need to raise humidity.
All the suggestions mentioned above can help.
If it's a screen top, cover 3/4 of it with something impermeable. Plexi looks best, but plastic wrap will work.
What kind of hygrometer are you using? Is it an analogue one? The dial kind? Those are very very inaccurate and become more inaccurate over time. Invest in an electronic one (electronic thermometer+hygrometer with probe is only like $10 at walmart/lowes/etc)
Also, take a small plastic dish, just big enough for your snake to fit inside. Cut two holes in it for your snake to enter it, and line it with wet paper towels. This will create a humid hide for your snake with near 100% humidity. You can also use damp sphagnum moss instead of paper towels, but the paper towels are easier to replace if soiled.
If he develops a bad shed. Get or make a snake bag (breathable coarse natural cloth, like burlap, or a thick rough cotton), wet it with warm water, insert the snake, and tie it off. Leave it in his enclosure over night. The snake will slither around in the bag over night, while the moisture keeps his shed nice and soft, and the rough texture peels the skin off.

I use a tupperware container, drill or cut a hole just big enough for the snake to crawl through. line the bottom with sphagnum moss wet it down and put the top on. Haven't had a bad shed yet.

i just put a towell on the lid about 3/4 the way when shedding and 1/2 when not and spray the towel everyday just have to wash it like 4 times a week and have one on backup it works great and if your worried about having a bad shed give 'em a bath for like 10 minutes in about an inch to 3/4inch of water and that will help astronomically
