Photoshop, Photo-Paint, or MS Paint can all resize or "resample" picture size. 100-200K is the optimum size for people with 14-19inch monitors (screens, not the lizards). :D
i find 800X600 or 640X480 is best for viewing over the web. 640 with 15-30% compression usually gives you a decent pic that you can attach to the post.
as for an editor, i use paintshop pro ( www.jasc.com ). another good one is corel paint. also some cameras will let you resize the pic in camera.

Try Irfanview (http://www.irfanview.com). It's freeware and does a pretty good job.

ok heres one what if i took my pic in top res and i want to make the file smaller for posting on the net but i also want to keep the pic size rather large is there a way to make the file smaller without compinsating pic size to much
you can use some programs to increase the compression (at the cost of quality). paintshop pro will do this, don't know about others. we make 2 copies, one that gets uploaded to the net and one that gets saved on a cdrom

When you re-size the photo, instead of pressing "save", press "save as". The name the file whatever you want.
