Photoshop, Photo-Paint, or MS Paint can all resize or "resample" picture size. 100-200K is the optimum size for people with 14-19inch monitors (screens, not the lizards). :D

i find 800X600 or 640X480 is best for viewing over the web. 640 with 15-30% compression usually gives you a decent pic that you can attach to the post.

as for an editor, i use paintshop pro ( www.jasc.com ). another good one is corel paint. also some cameras will let you resize the pic in camera.

Try Irfanview (http://www.irfanview.com). It's freeware and does a pretty good job.

you can use some programs to increase the compression (at the cost of quality). paintshop pro will do this, don't know about others. we make 2 copies, one that gets uploaded to the net and one that gets saved on a cdrom

When you re-size the photo, instead of pressing "save", press "save as". The name the file whatever you want.
