i just bought an emperor scorpion, i bought pine shavings but cant use them, can i dig up dirt from outside and use that as my bedding for him?

I would not do it. There are many parasites and chemicals from lawn fertilizers and other general crap in soil that could harm the scorpion. Emperor scorpions require a fairly high humidity level so I would suggest getting EcoEarth (crushed coconut husk) for him. You will need to get it several inches thick on the bottom of the cage so the scorp can burrow if he chooses, and also several hides. I recommend the little hollowed out half log ones or pieces of bark. You will want a very shallow water dish so he can't accidentally drown in it, and you will need to mist gently every day.
I strongly recommend getting a book on scorpion keeping and doing some research on the internet. Emperor scorpions are great easy scorpions to start off with and generally very rewarding.
