The most docile species of garters in my experience is the Thamnophis Radix (Plains garter snake) They are very calm compared to the others.

Sparta? as in down south (north Carolina) ???

I know a breeder close to you if so.

So I will have to look around next time I go. The are so beautiful. And they dont get to big it looks like

They are small snakes, A 20 long is plenty big enough for one or two to live in.

24-30 inches is about it for an adult, there are exceptions occasionally.

The males are much smaller than females.
