All life forms living on the suface of the earth where the sun shines have evolved to live with a day/night cycle. The number of hours for each varies during the year but there's some daylight hours, some night time hours. If you don't turn the lights off, the leos either won't wake up to do their daily routine, or they'll be stressed because they have to do it in daylight. If they voluntarily wake up while the lights are on, it's their choice. Forcing them to do it with the lights on is stressful. They do best with 12 hours on/12 off. If you prefer to give them more light in summer (closer to the natural cycle), leave the lights on for about 14 hours a day, reversing it to 10 hours on in winter.
