Why don't you use heat tape or a pig blanket?I have heard good things bout the blanket.

Buy a heat pad. not a reptile one, but one of the white ones ment for people. They cost about $20 & use very little power. Myself & lots of my friends use them with no problems. They have 3 settings & if they are on low they are about 90f/30c. Perfect for a snake or lizard to warm up on. Mark IsBell - GONE SNAKEE!

Those heat pads weren't designed for 24/7 use.

you can find an under substrate (not under tank) heater, but the most popular method is heat tape.
