I use PhotoImpact by Ulead (http://www.ulead.com/pi/runme.htm)
It's a reasonable price, easy to learn and has great reviews. It's so good, I even stopped using my paid for, legal PaintshopPro.

If you want some fantastic free editors, go to Nonags (http://nonags.com/)
To quote them "The Original & Best. Genuine Freeware Site - Since 1995"
You're bound to find a good editor (and other software) there. They test it all before putting it on the the site. I get a lot of my freebies there (it's a great place, I even bought the lifetime membership for added goodies :) )

I've got PhotoImpact 5 (old as the hills) and XL installed on my PC. I'll use both off and on, depending on what I'm doing. The GIF Animator is one of my favourite extras, I think it's included in all the PI versions.

Adobe Photoshop Elements can be had for less than $100. It is almost as good as the full Photoshop program. I have both and I feel that Elements is easier to use for beginners than Photoshop anyway.

Does PhotoImpact have decent pixel editing features now?
I used to use it years ago for web graphics and it was absolutely essential for buttons and widgets because of the vector graphics support.
But it was pretty useless as a pixel editor.
Photoshop has a 100 dollar version that's got everything you need as well. It's only lacking the stuff required for print-setters and high end pros.
