Can you just turn the heat up in the room the cage is in? You can also place a second under tank heater on the cool end if the cool end is too cool.

what are the temps exactlly?try putting a space heater in the room or a bigger undertank heater. besides it is harder to keep temps proper in a tank, thats why i switched to rubbermaids, but thats a whole different discusion :)

A heat lamp isn't really the best option for a snake that lives underground in the wild...

Belly heat (An undertank heater) is best. Heat lamps dry out the air as well.

If you have a UTH, why were your temps so low in the first place?

Iagrea with Heather on this. The Amb temp should be 83F to 85F and the hot spott should be from 93F to 95F with about 60%+ humidity and your Ball Python should do just fine.

Just a thought if you are just using a stick on therm to measure your temps and you are getting an ambiant of 95 under your heat lamp your actual ground temp is most likely over 100. With an undertank heater only I maintain 94 on my hot side with 80 on the cool side but that is using a digi therm with a prob or my temp gun, ambiants are about 83 throughout since the heat dissipates to fill the space.

Yes, what are you using to measure your temps? If it's anything stuck to the side of the glass then you have no idea what your basking spots are. The snake doesn't sit on the side of the glass so why measure the temp there?
