Nope, you're not able to change your username. Although it has been done in the past, it's no longer an option. Unfortunatly, if you want to change your name, you'll have to create a whole new account.

Being that im not an Admin, I can't answer that.. And like I said, although it used to be available, it's not anymore. (the admins wont do it anymore)
