Sorry this is really long but I had to do it. I bought my first boa a month ago. I've been addicted to forums ever since, but every where I went there was one question that was unanswered. So after one wasted day of work, I have an answer. The question you ask, what is legal and Illegal to import/export between the Canada and the U.S.? The answer is believe it or not, NOTHING as long as you have the right paper work filled out. Now remember what I'm about to show you is only Fedral, Provincial/State Law will have to be checked by you(ex. Alberta has withdrawn from the administration of CITES). I checked both Canada and U.S. because both can vary.

Appendix I INFO
Species are rare or endangered because of international trade.
International trade is generally prohibited. However, trade may be possible for captive-bred or artificially reproduced specimens and in such cases as scientific research and Pre-Convention specimens.
Permit:
Specimens to be imported into Canada must be accompanied by:
- A Canadian CITES import permit
- A CITES export permit issued by the exporting country
Permit:
Specimens to be exported from Canada must be accompanied by:
- A Canadian CITES export permit that will be issued once the relevant CITES import permit issued by the Management Authority of the importing country is received.
Snakes - Madagascar Ground Boas, Argentine Boa Constrictor,
Round Island Boa(Burrowing Boa/Bolyeria multocarinata, Keel Scaled Boa/Casarea dussumieri), Puerto Rican Boa, Mona Boa, Jamaican Boa, Indian Python, Madagascar Tree Boa, Orsini's Viper.
