I have had my Borneo ShortTail for one year now and when I first got it I used Cypress Mulch and misted it down for humidity. After a few months of doing this i was told they need a dry substrate but humid air. I was a little confused because the N.E.R.D care sheet on borneos sais Cypress is great for Borneos because it can be misted untill it changes colors when wet...

I now use newspaper and put the water bowl half on the heat pad and mist the cage once a day. I'm so confused on what substrate is best for Borneos because i even read on these forums that some people use damp/moist shag moss for the substrate so please someone clear this up because i have 3 dif sources telling me 3 dif things about Borneos and substrate/humidity.

It doesn't need to be bone dry, just not overly wet. This can happen if you are using enclosures that do not hold humidity well (such as aquariums), and the substrate needs to be misted excessively, causing it to become wet/soggy. I just keep my guys on newspaper or towels, and they do fine.

I use Astroturf over a couple layers of newspaper.

For my Bloods, I added a rubbermaid with moist sphagnum moss along with their water bowls. I mist it down about once every other day and replace once a month. My bloods love it and spend days in there, they've always shed in one piece and no RI problems.
