By the look of your thermometer in the first pic, you need to jack up your temps a good 20+ degrees at least.

Wait a minute. There's a screen top on that tank. The temperature recorded on that thermometer is not the surface basking temperature (you'll need a non-contact temperature gun for that. Highly recommend you get one). If you try to raise the temperature of the tank by putting a hotter bulb in, all you'll do is dehydrate your monitor. As it is it looks like it may be losing the tip of its tail in the near future (judging by the first photo). If it were me, I'd work out a better way of sealing the top so that you don't dehydrate your monitor (heat rises and escapes through the top, taking any humidity in the air with it), THEN see what the temperatures are. Also, get a non contact thermometer (Pro Exotics sells a nice one for a low price) to check the basking temperature. Unfortunately, aquariums suck because you can't put the vents lower down on the sides, only on the top, so the problem will persist to some degree.
