Welcome to the site. For more help on this topic, I would post it in the Python Regius Forum, where everyone is more familiar with balls. To start off, to better pinpoint your problem:
How old is the snake?
How long have you had the snake?
IS it CB, CH or WC?
Male? Female?
What do you keep it in?
Has it ever eaten for you?
What are your ambient, cool side and hot side temps?
What type of heating do you use?
Does he have his own enclosure, or does he share?
What have you tried feeding him?
What humidity do you keep him at?
Does he have a hide?
What size is his enclosure?
There are many things that we need to know before anyone can properly answer your question. Hope to hear back from you soon.

Welcome to the site! Check out the python regius forum, there is a Ball python FAQ there by Matt K with some general information, and tips for stubborn feeders.
