do females generally have a shorter tail length than their male counter parts? same for pit vipers?

yes, males have longer tail in vipers and in pit vipers

so do you think a cotton mouth that is 22-23" with a tail length of 3 1/2" is a female? i know the probe is the accurate way, but just by tail length, does this sound like a possible female?

It's usually easier to sex (keep in mind it is a "guestimate") using tail lengths when you have two similarly sized specimens of the same species to compare against each other. It's harldly accurate to just give the tail length versus the body length...but, i would GUESS that it COULD be female...but then again, it COULD be male as well :D
