Are you installing a new OS or downgrading to the previous OS?
If you're installing a new OS it's a simple as Vengeance said, format c: /s
Then pop the disk for the new OS and install it. Back up your files. The disk for the new OS should even give you the option to format your c drive without using dos to format c:. Just pop the new disk in and see how it goes.
If you're downgrading, XP gives you the option to do this but only if you upgraded a previous Windows OS and told XP to save this restore point.

As mentioned.. if you simply want to remove the Operating system from your computer (and any data that has not been BACKED UP first).. use a boot disk with fdisk and/or format.com ..
to install a new operating system (assuming your computer has a bootable cd-rom device).. just put in the OS cdrom and boot up and follow the on screen instructions.

hmmm you might want to make that you have anything important moved to a seperate partition.
But realisticly if you have to ask this question you should probably ignore any of the above advice and take your computer to some who knows what thier doing. hope this doesnt sound rude, its not meant to.

There is another cheap route to this that doesnt involve a professional. There is a program called tide for the computer. Im not sure where you get it anymore..and i havent seen it in awhile but i would imagine its still out there? It was designed as an os remover. The nice thing about it is that it will help you back up, will help go through files so that you can pick and choose what you want backed up etc. Its really user friendly and anyone with even just a bit of pc knowledge can use this. Now personally i havent seen this program since about the windows 98 os....so perhaps its not even availabe anymore...or not for xp etc. But other then that...if your not really pc literate...i would agree, pay a pro...this way if stuff isnt backed up or there is further problems....you have some other actions you can take as a recourse. Good luck :)
