"Works best" is hard to describe. Some people swear by vermiculite, yet others swear at it (I'm one of them, I have no luck using it). You can also use peat moss, perlite, eco-earth (shredded coconut husk), or my favourite, ceramic soile (Profile Aquatic Pond Soil).
There are probably dozens of other things to use or ways to incubate, I'm just naming the most common.

For incubating or laying?

Oops, you're right, Julie. I read it as the incubation container, but it's not really all that clear. What I mentioned isn't really good for the laying box, just incubating.

Spaghnum and vermiculite are my personal faves for the laying box. For incubating I use vermiculite.
