Did you try going to the game manufacturers website? Check out the FAQ section. Maybe you'll find your answer there. Good luck!!! :)

do a search for that file online... there are sites where you can download all the .dll files you need. Just put it in the proper folder and you should be set. You may need a restart as well.

I think d3d9.dll is a dynamic link library that comes with Direct 3D (version 9?) You can probably download all the D3D files from microsoft.com

It's me again:) One more thing: I don't know if Direct3D can be downloaded by itself, you might have to download the whole DirectX package which is probably huge.

Try installing the latest directx driver (not a beta version). Also try to update your video card drivers.
this should fix your problem.

First thing: DO NOT take the advice of downloading the DLL online. Other things can be piggy backed on top of DLLs and executables. I won't bother asking if you bought the game or got it off a warez site.
You can get the DirectX 9.0b run time executeable from this link at Microsoft: http://download.microsoft.com/download/7/3/c/73cc71c0-13d9-4274-8d9c-33d8a528a396/dxwebsetup.exe
Once you've got DirectX updated, grab the latest drivers for your video card from the manufacturer. Newer drivers will take advantage of DX9 features.
If you don't know what driver to grab post the manufacturer and model and I'll help ya find the one you need.
edit:
LOL, I looked up the game and it's made by "Invictus". Where does he find the time :)

Do you know how to boot into safe mode? Which operating system are you on? 95/98/2000/XP?
If you boot into safe mode you may be able to install DirectX without a hitch.
You can also run a program called DXDIAG from the command prompt, and it will test your DirectX installation.
I'm at work for a bit longer, so you can bug me for help on MSN messenger if you want :) ID is cruciform@hotmail.com

get the version of the direct x that isn't a beta version... Beta versions are put out soes people can use it to see if there are problems with it, then they fix the problems and release the final version... you also might want to check what is the exact model of your video card... some of the older 16 adn 32 megs will not support certain rendering in the games and some of the newer garmes will not run on your computer for that reason.

9.0a and 9.0b aren't beta, they're patched versions of 9.0
Although Street Legal shouldn't require 9.0b, bleeding edge stuff definitely will.
