i was wondering what a good 35mm film scanner that is fairly cheap. thanks

What quality are you looking for?
For the best scans you would need a dedicated film scanner. It scans film negatives or slides. These are expensive...Maybe $1200-$1500 for a cheap one. Maybe a used one would be cheaper.
You can get film adaptors for flat-bed scanners which are said to work pretty well if the scanner has the option.
If you just want to scan photo prints...flat-bed scanners work pretty well. The more you spend, the better quality...usually. I have heard good things about Epson scanners.
I have seen basic scanners for less than $50 CND which would be good enough for scanning photos for use on the web.

you can find dedicated film scanners on ebay made by hp, though resolution on newer flatbed scanners is better.
