I thought if I waited, it might become clear but it hasn't. When people are listing their snakes, what is the meaning of the 1.0 etc?
The first number means males. The second number represents females and the third number means of unknown sex.
2.1.1 Panther Chameleons would mean: 2 males. 1 female. 1 undecided.

That is the common way to show gender ratio. Numbers to the left indicate males, numbers to the right indicate females. Easy way to remember that is, males always come before females. =) Also if you see a set with two dots, the number to the right of the second dot represents specimens that have not been sexed.
