Check E-bay or local stores. Wal-mart has some good ones. For a quality camera, look for a good camera brand name like Canon or Nikon.
For $200 you could get a good used SLR camera. Then you could buy any number of zoom lenses for it.

There are a few different levels of SLR cameras. You will have to decide what you want to do with it and then you can make a better choice of camera.
The Canon EOS line of SLR auto focus cameras is what I like best. The EOS Rebel cameras are the cheapest, they are good cameras but don't have all the features that a pro photographer might use and they are not constructed as well as the pro cameras. But the pro camera will cost about 10 times as much though, so Rebels are good for the price.
You will find that the lenses cost way, way more than the cameras. Best to start with a less expensive zoom lens like 28mm-70mm...or a prime 50mm. Then when you can save up for a longer zoom like a 70mm-300mm. You will almost always find that the more expensive the lens...the better the quality. But for the average camera consumer...the quality of the less expensive lenses will still be satisfactory.
Sorry, was that too much info ;)
