I make all of my animations using GIFfun but I'm not sure if that program can be downloaded onto Windows. This is how I make my animations:

I draw the different frames in photoshop
Transfer them onto Appleworks to crop them
Transfer the cropped pictures onto iPhoto to transfer them into the smallest Jpg file possible
Upload them onto GIFfun to animate them
Upload them onto Boomspeed.com so that they can be used as avatars or webimages

It's a ong process and can be done much faster but IMO, this way makes smooter animations. here is an example of one of the animations that I made using this method:

There are all kinds of programs out there to Animate GIF files. Photoshop is the best, but unless you bootleg a copy (MANDATORY DISCLAIMER: Invictus does not support software piracy!) (lol) it's $1000. Another program I highly recommend is Ulead GIF Animator. I think you can get a trial version at ulead.com.

I understand what you mean but the same program that made my blinking "Emily" animation makes those aniated avatars that you are talking about. It's all a matter of what you want the pics to be. D'uh!!!! So my GIFfun can also make those avatars IF I put the pics that I want of my herps in to it instead of the different pics for the blinking "emily" with the star animation.

another good program to go along with adobe photoshop is adobe Image ready (sometimes it comes bundled with photoshop). there are 1001 different ways to make an animated .gif, and each way depends on what you want the finial result to be.
