I got some cheap on E-bay. If you have lots to heat then you could buy some Flewwatt heat tape and just make your own heat mats.

If your looking for cheap, go with heat tape. Its easy to set up and a fraction of the cost. Really commercial reptile UTH are just pre-manufactured heat tape ;) You just have to pay loads more for it already set up.
