Technically a snake of any size can be housed in an adult sized enlcosure from the time it is born, so long as it is heavily planted and so forth.. problems with this is it may be difficult to maintain and nearly impossible for you to find your snake. I keep neos in shoeboxes (I think they are 1.5 or 2.5 gallon???), and up to 4' in sweaterboxes (11 gallon), then to adult enclosure is a good guideline for bare enclosures I find.
Oak is really pretty for a display cage. Make sure you seal it extremely well however, urethanes won't cut it. I use an epoxy coating on mine.
