The teeth develop while the snake is in the egg. It hatches ready to eat, teeth and all! :)

my friend told me that the teeth develop after a while and when there babies it wont hurt at all if they bite. Is this because there teeth arent long enough or sharp enough?

Nope. Your buddy's just wrong. :D They are born with all their teeth. I guess they grow as the rest of their body does, but they don't "develop" fangs or anything! ;)

Oh, and just to prove it to yourself, go find a snappy hatchlinbg ball and let it tag you. Then you'll know for sure! :D
