ne 1 no why turtles are illegal to keep in jersey
Turtle are usually illegal due to the possibility that when they are kept in stagnant water they can carry saminella(sp?).

According to the NJ law books, no turtle may be offered for sale, sold, or in anyway distr. except when demonstrated to the satisfaction of the SDH to be free from salmonella contamination.
Native turtles are legal to keep assuming they were collected in season, the only species not valid for this are of course the Bogs and wood turtles. And as I understand it, New Jersey just has a no sell banned, not banning turtles altogether. However, this is how I understand it.. New Jersey is a bit odd on their laws, like why put all Boidae on the Permit Required Species list but not include Boa constrictor..
