Will a hatchling bp that refuses to eat still grow to it's full potential once it starts eating, or will this lack of food when the snake is small affect it's full adult size later on?

Most of the time, the snake will reach it's normal size, just not as quickly as one that is eating regularly. I'm glad your baby is eating, btw, congrats!
Dave, BP's grow throughout their entire lives, so yes, your BP will reach it's full potential, just some time later than others.

Old school thinking: scarce food early on can "stunt" reptiles and turn them into small adults.
New school thinking: That's a myth and cannot happen.
