Rosy question

I'm looking into a Rosy boa as a future purchase. My research has given me some conflicting information which has brought up a couple questions.
What size does the average male/female achieve ?
Do they need a heat lamp for basking or is an UTH adequate ?What substrate works best for them ?

My male is two feet long. Females get closer to three feet I believe. I use both a heat lamp and a UTH but I really think it depends on your house temp. So far carefresh is the only bedding my Rosy likes to burrow in.
