I got a small clutch of Savannah Monitor's a few months ago and sold one to a friend of mine. The one's i have are growing alright but his is still the same size i told him that he might not be feeding it enough or not given enough Vitamins but he said that he give's it Vitamins every time he feeds him and i looked at his Savannah and it is good and fat and very active
What could be wrong with him?

There are so many aspects of husbandry that could be effecting this. I'd suggest your friend start going over his husbandry from the begining and make sure he is offering the things the baby sav needs in a usable/recognizable fashion.
Try reading <a href="http://www.varanus.net/faq/">HERE</a>. This is the very best resource for captive monitor husbandry I have ever seen, and may help out with the problem(s).

Well i think that he has it in a 15gal tank right now he has repti bark for the floor of the tank and a heat light two hide spots and branches The monitor is about 5 1/2 inches right now do you think it is the size of the tank? all mine are in a 100 gal and the three i have are 7 inches

Honestly, I don't think the problem is limited to the size of the enclosure alone, but all of the above. Everything you mentioned sounds inadequate to me. Again, I strongly urge reading <a href="http://www.varanus.net/faq/">this</a> and then rethinking some things......
Just my two cents,
repti bark is crap! if it becomes to dry it can lead to many problems. I advise putting him on some earth from outside, and using some sort of a plexi glass lid to hold ALL humidity inside.
