If you go to a big garden or pond store you can get pond liner... thats probably your best bet! ;)

I tried garbage bags to becuase its a small pond but its doest work I go fill it up like every hour because I have fish in it I got screwed, but it was my fault.
i know a few people who have sucessfully used Pool Liners. Sometimes if you go to Pool Stores they have some old used one's around.. They will either give them to you or sell them for dirt cheap depending on what kinda shape they are in.. Good Luck...

Its all about how far you dig. In my area you hit clay about four feet if not less down. Not sure what your area is like, but basically you want to get rid of the softer layers of soil if possible. Then you will eventually reach the next layer in the soil which will be alot harder, alot more impacted and alot more resiliant to letting water escape through it. Then add a base of really fine sand. If that doesnt work...go for a liner..its a band aid approach to a very solvable problem, but like i said..depending on where you live and what your soil conditions are like..you could be digging forever :)

The company I work for has a product called Geomembrain or something like that. It can be used as a pond liner or for bigger jobs like soil reclamation and such. We don't sell much of it so I don't know much about it...it's expensive though. That doesn't really help but I thought I'd let you know.
I second Jeff and Matt's suggestion on a pond liner. You can get them at garden stores and the like for cheap and have them cut to your specs ;)

you can get pretty small pre-fab ponds (hard molded fibre glass/plastic) pretty cheap over here. dont know about where you are........ all different shapes 'n sizes!! and you dont have to worry about pond liners bieng punctured:)

That stuuf is expensive here like $80 dollars for some wired shaped peice of plastic O well eventually I will get around to buying some pond liner and getting those fish out then I'll just put it down and put the fish back in.
