what is the difrence between a normal leopard gecko and a hypo tangerine leopard gecko they look the exact same to me and if there is a difrence what do you breed to get that colour phase?
There's is a big difference. Normal leos are a dullish to bright yellow with lots of black spots all over.
HYPO means a lack of black pigment (not total - that would be albinism). So hypo leos have very little black spotting - usually a few on their back and some on their head and tail. (SUPERHYPO is a term designated for a leo with NO spots on its body, and BALDY is for when there are no spots on its head.)
TANGERINE refers to the colour. Instead of being that yellowy colours, tangerines are bright orange.
"hypo tangerine" isn't recessive. You don't get HETS for hypo tang or anything like that. If you breed a normal to a hypo tang, you'll probably get some babies ranging from very orange, to very yellow, and with very little spotting, to very much. If you breed 2 hypo tangs, well you'll end with most (or all) babies being hypo tang.
Let me compare it to humans: If two people mate, and one has dark skin (I don't mean Negro - just slightly darker skin) and one has really pale skin, you'll get kids ranging from dark skin, to normal toned, to pale. If two pale-skinned people mate, their children will mostly (or all) have pale skin.

So how did people get super hypo, baldy and Carrot-tail??

Well since they're all line bred traits, people took (for example for the carrot tail trait) leos with a good amount of orange on their tail, and bred them together... and kept doing that for several generations, until you've got the carrot-tails of today :) The same would work for baldy or super hypo -- people took the best hypos, bred them together, and eventually got a super hypo.... or took leos with very few spots on their heads, and eventually ended up with a baldy....
The term carrot tail originally came from a breeder in the UK. (Ray Hine). He had some wild caught hypos, that when bred to captive hypo and tang lines, produced carrot tails. His line of carrot tail may or may not be simple mendelian genetics, but it's different than just a line bred trait.
The term became wildly popular though, and now breeders often tack it to geckos that aren't the 'genetic' carrot tails.
Also, with true genetic carrot tails (from the WC hypos) it seems to be easier to get 'baldy' and super hypo animals.

Here is my hypo Tang Lovie, I got her from HQreptiles about a year ago. She is sooooooo gorgious!!! I love her!
