Take a look here, you will find a few options. Don't forget a thermostat.

I think RHPs are the most efficient heat sources but you can also use UTHs or CHEs successfully as long as they're controlled with a thermostat.
I'm all for lamps and visible light.. besides snakes not being blind, tungsten based light sources (incandescent, halogen) also provide the best type of heat (short wavelength IR) as opposed to CHE/UTH/RHP which provide longer wavelengths of heat and won't penetrate the skin that effectively. Long wavelengths can be compared to the heat reflected by objected heated by the sun, more of a background heat, but not the best possible source for basking.

Milksnakes aren't too picky, I would just go with a piece of heat tape and a good tstat. A couple of hides for sure, milksnakes hide under rocks much of the time in nature.

I have both under the tank heat mats (for my Hondurans) and RHP that are attached to the ceiling of the enclosures (for my BRBs). The heat mats are okay, but have very little affect on the ambient temperature of the entire enclosure and there have been examples shared here of heat mats gone haywire and overheating. I really prefer the RHP from ProProducts, as I feel they do a better job heating the ambient temperature of the enclosure and I feel that they are a much safer way to heat an enclosure. They are a bit on the pricey side, but they're easy to install and do an excellent job. All of my heating devices are run on HerpStat Thermostats.
