Congrats on your new BP. Aspen is one substrate option but it doesn't hold humidity as well as some of the others. If you're heating a tub I'd use an under tank heater controlled by a thermostat. The thermostat is crucial. Here are a couple of examples.
Ultratherm Heat Pads (http://www.reptilebasics.com/ultratherm-heat-pads)
Amazon.com : Hydrofarm MTPRTC Digital Thermostat for Heat Mats : Plant Germination Heating Mats : Patio, Lawn & Garden (http://www.amazon.com/Hydrofarm-MTPRTC-Digital-Thermostat-Heat/dp/B000NZZG3S/ref=sr_1_1?ie=UTF8&qid=1439073088&sr=8-1&keywords=Hydrofarm)
I use both aspen and newspaper and both work. I find aspen to be easier to spot clean though. I use the Zoomed heat pads on my singles tubs, with a lamp dimmer or thermostat(I use hydrofarm jump start but there are reptile specific ones). You have to use one or the other because I temped the small heat pads at 139 unregulated. Also the smalls are really small, Id go with a medium size pad.
Anyway others will have suggestions as well.

I will post here some links from the local website .
You can surf the website and tell me what to buy from their. (For a snake tub only)
Thermometers & Hygrometers (http://www.dubaipetfood.com/shop/thermo--hygrometers-934c1.html)
And this also
Heat Pads, Heat Cable & Heat Rock (http://www.dubaipetfood.com/shop/pad-cable-rock-932c1.html)
I hope anyone can help

The ultrtherm heat mat is a better choice over the Zoomed brand. Ultra therms are a more delivery efficient and safer heat mat for herps but still Must be used with a dimmer or thermostat. Try the Bean Farm or Reptile Basics for the purchase of both. Good luck!

Thanks for the response
i just wanted to ask you, when using a heat pad, is it necessary to use aspen or i can use paper towel or newspaper?

I am also facing a problem of misunderstanding
How can i attach the thermostat to the heat mat?
how many thermostats and hygrometers i need in total, and do you recommend the kind of thermostat that sticks to side?

A thermometer is different from a thermostat. Thermometers measure temperature and thermostats regulate temperature. In other words a thermometer will tell you what temp you are at. A thermostat will keep your temps at the temperature you set it for.

i knew i had a problem with this stuff!
but can you please tell me how to connect a thermostat with a heat pad?
and how many thermometers i need along with hygrometers in the tub?
is it okay for paper towel to be my bedding, especially when a heat pad is attached?

It's really simple, just plug your UTH into the thermostat and the thermostat to a power source. Then of course set your temp on the thermostat; it will have a probe so place it literally onto the UTH so it regulates the temp of that and not another part of the enclosure.
Oh and for you're other question, you'd probably be fine with just one thermometer and one hydrometer since your thermostat also works as a thermometer. You always want one on the warm and cool end of the tank.
My question is, can I heat the tub with an UTH on a light dimmer switch if my room temps are 90 degrees Fahrenheit?
