I found this guy under my wood pile and couldn't find an EXACT match for him online.

Looks to be non-poisonous and was very passive and not one bit aggressive. Eventually took off and dove into the pond behind my house.

My best guess is a gartner / garter/ gardner? snake, but I would like to know for sure

One of the snakes in the nerodia genus. My guess is northern water snake (Nerodia sipedon), not knowing where you're located. And he's in deep shed.

I cannot stress enough to include a location. Location, location location!

Definitely looks to belong to Nerodia.
But more specifically my guess is
Yellow-bellied Water Snake (Nerodia erythrogaster flavigaster)
Or
Plain bellied Water Snake (Nerodia erythrogaster alta)

Harmless.

We are located in quakertown, pa.

No matter how hard I tried, I could not get any shots of his belly

Definitely looks like nerodia (water snake). Non-venomous.
