It is too robust to be a ribbon snake. I am going to say either an eastern or plains garter. The picture is a bit too small for me to accurately tell which.

Well it is either a Butler's Gartersnake (Thamnophis butleri), an Eastern Gartersnake (Thamnophis sirtalis), or a Plains Gartersnake (Thamnophis radix). Based on what i can see in that little picture and the location provided my opinion is it is a Butler's Gartersnake, but I am not familiar enough with these critters to be certain. I don't know if it is even possible to be certain based only on that picture. According to multiple sources the range of the Plains Gartersnake (Thamnophis radix) is limited to only two counties in Ohio, a couple counties south of Toleto. Matthewmuo, if you could upload the picture and any additional pictures to a photo hosting site such as photobucket and link them, we may be able to figure out exactly what you've got there. I can guarantee you that it is completely harmless though. And welcome to the forum :)
