Im a novice snake owner and i just ran out of substrate. But i have an unopen bag of miracle grow potting soil? I was wondering if I could safely use that to put in my snake cage?

a lot of soil like that has fertilizers added to it, i wouldn't use it.

I'd head to a local pet store and grab a new bag of your preferred substrate.

Miracle Grow soil has lots of additives that may prove harmful to your snake. You'd be better off just using newspaper or paper towels until you can get some more bedding materials for his enclosure. I highly recommend that you do not use the Miracle Grow soil as bedding material.
Not only fertilizers and other chemicals, but also perlite or vermiculite. These are very porous bits of rock that stick to anything moist, like the mouth of your snake or its food. Because these rocks are very porous and rough its not the nicest thing to pass through the intestines either. Can cause bleeding and ruptures.

Use paper towel or newspaper until you have your regular substrate.
