I've been looking for a baby black rat snake.My mother says only if I go catch one my self.where I live won't find a wild ball python.I've only found adult rat snakes how could I find babies.

If your mother isn't okay with you buying a snake, is she going to be okay with buying the equipment needed to take care of a snake?

You'll find them around farms with chickens. But, check your state laws.

I agree, check your state laws. Are your parents ok with buying everything you'll need to take care of it?
As far as finding a baby, it's not exactly surprising that you haven't found one. If I remember right they won't start hatching until a month or two from now.
I asked our local conservation office they didn't seem to say anything wrong with it as long as I care for it correctly.and they are not paying for it I am I have a fee fishing business I run I have already played for everything so I think I deserve a treat.
A couple of weeks ago I found a baby speckled king snake not even 1ft long.

I don't understand. If you're buying all of the equipment, why does your mom have a problem with you buying a captive born snake? Try telling her that it's better for the environment and that CB snakes have less risks of carrying parasites and diseases.

They're not exactly expensive, unless you're shopping at Petco or something, in which case you would be paying a ridiculous amount of money for a sick snake. You can get corn snakes and ball pythons for less than twenty dollars at expos.
