I am new to Pythons and their behavior. Diablo, my 7 month old Spotty hides under his Spag Moss just about 24/7, other than going from the warm side to the cool side, and back again he doesn't come out.
I have not even had him a full week. Is this normal behavior for a Spotted Python or does he just need time to settle in?
He is very active when I bring him out.

I've never had a spotted python but I can tell you is sounds pretty normal to me, especially because you said he's young.
Baby snakes are vulnerable to predators so they are going to spend a lot more time 'camouflaged' and away from sight.
As he gets older I suspect you'll see him more often~!
