You can put him in anytime you want. The smaller he is the more cover you will need.
Substrate to burrow in, multiple hides. Some foliage, plants...etc. Also cover all sides but the front to reduce visual traffic.
I'd also cover 4/5th's of the screen top to retain heat and humidity.

Do you have a thermostat to control the heat source? What heat source are you using?
What thermometers are you using to monitor temperature?

Okay I'm guessing you don't know what a thermostat is.
Thermostats and thermometers are not the same thing.
A thermostat is a device used to control the heat source. You need one so that your heat source doesn't overheat the enclosure.
A thermometer is a device used to measure temperature. You also need this to monitor the conditions in your enclosure.
A 10 gallon heat mat is too small for a 40 gallon tank. Go out and get one appropriate for your setup. It should cover 1/4 to 1/3 of the floor space.

Nothing at all about pixie frogs.

Some people including big name breeders might say yes. Personally, for a snake that could potentially grow to 6ft give or take, I'd say it's a bit small.
However a 40 gallon should last you years if you decide to provide more for your adult snake later on.

Sounds like a great idea. I'd buy a helix thermostat from LLLreptile while you are at it. No excuses, you need a thermostat.
edit: if you are on a budget I'd recommend getting a hydrofarm from amazon.com

You still need something to control the temperature of the heat mat. How much you want to spend on one, is up to you. They have ones for reptiles that are awesome control almost everything. Seeing as this is for a Hondo, any simple thermostat will work. I use a hydro farm thermostate for both my snakes and it works well. They are roughly $40 shipped off of Amazon. I need to stress you NEED to have a thermostat.

I know about them, what do you need to know?

For him to climb on
Not all Hondos are climbers depends on the snake. I know mine isn't. I wouldn't spend a whole lot of money on a big branch for him to climb on unless you like the look of it.

Honestly, the adults are so inactive that they can live in a 10 gallon for their whole life.

Exo Terra Compact Fluorescent 13wt Natural Light
is that a good uvb light
How do i add what animals i have
As a rule, UVB is not needed for snakes.
Exo Terra Compact Fluorescent 13wt Natural Light
is that a good uvb light
Pixie frogs don't need UVB so sure, that would work for lighting :). But a regular florescent bulb would work just as well.

Another thing is your hide size. I noticed on your shopping list that you had several large hides. My younger hondos have large hides but they never use them. They always cram themselves into the smaller ones. I think it makes them feel more secure. The little coconut house hides at petsmart/Petco work great. Also, like mikoh mentioned a thermostat is a MUST have. Keep us posted! And let's see some pics once you get everything setup.-Patrick
