They are secretive snakes, do you have plenty if hides?
Mine likes to burrow anyway sometimes so I wouldn't worry too much unless she's trying to burrow to a heat matt.. In which case you may have low temps..
What's she housed in etc?

She is was in a 10 gal to yesterday now a 77 gal
3 hides buts she is always in the substrate anyway
She is a 2012 hatchling
There is a heat pad and sometimes she is on it sometimes not

Normal for a little BRB to want to hide..... Just make sure you are providing proper temps 75-80 and high humidity and she should be fine.
If I read betwen the lines correctly glass tank? If so I assume you have most of the top covered with a solid material (plastic?) and another good improvement is to wrap three sides with insulation like "Reflectix" for two reasons. 1) Glass is a good conductor of heat so you are losing heat out the sides. 2) Will also provide some cover on three sides so the BRB does not feel as exposed.

As it gets more comfortable in it's environment it will eventually start to come out more.
Have patience, brb's are wonderful snakes.
Yeah my little male was the same way at first now he is all ways out!

Rainbows are highly secretive, so as long as temps and humidity are fine she will be fine as well.
Her moving on and off the heat imples temps are fine -- where they too far off, she would be always on or always off it. But I would double check anyway -- better safe than sorry.
Good luck,
